5 июля Минтранс опубликовал проект постановления правительства "Требования к автоматизированной информационной системе оформления воздушных перевозок". Как пишет газета "Ведомости", документ предусматривает перенос с 1 января 2020 года на территорию России серверов и баз данных систем, обеспечивающих бронирование и продажу внутрироссийских авиаперевозок, регистрацию пассажиров и взаиморасчеты.

Речь идет о так называемых инвенторных системах бронирования, в которых авиакомпании хранят данные обо всех билетах, включая проданные. На глобальные дистрибутивные системы, через которые билеты бронируют агенты и агрегаторы, требования документа не распространяются.

Как напоминает издание, три года назад, когда в России принимались поправки к закону "О защите персональных данных", обязывающие хранить данные россиян на территории страны, авиакомпаниям удалось избежать попадания под новые требования, которые Ассоциация эксплуатантов воздушного транспорта называла неисполнимыми.

В настоящее время большинство российских авиакомпаний использует иностранные системы бронирования. Так, "Аэрофлот" пользуется американской Sabre, S7 на днях объявила о переходе со швейцарской системы SITA на испанскую Amadeus. По данным "Ведомостей", в 2017 году крупнейшим провайдером в России с долей 38,5% была Sabre, на втором месте находилась российская "Сирена-трэвел" (30%), далее следовали SITA (14,5%), Amadeus (7,5%), Национальная система бронирования (НСБ) "Ростеха" (5%) и Navitair (4,5%). За каждое бронирование провайдер любой из систем получает определенную плату.

"Нельзя просто создать сервер для "Аэрофлота" или S7. Чтобы выполнить требование, иностранным провайдерам пришлось бы создавать полноценные вычислительные центры в России, это сотни миллионов долларов инвестиций", - прокомментировал инициативу Минтранса топ-менеджер иностранного провайдера, отметив, что до сих пор не было прецедентов, чтобы компании дублировали серверы в другой стране.

В случае принятия постановления "Аэрофлоту" и S7 придется перейти на российскую систему, однако ни "Сирена-трэвел", ни система "Ростеха" сейчас технически не могут обеспечить все требования этих авиакомпаний, полагает собеседник издания. Дело в том, что "Аэрофлот" и S7 являются членами глобальных авиаальянсов (SkyTeam и OneWorld), а российские провайдеры не могут обеспечить работу систем бронирования в составе глобальных альянсов. По словам менеджеров "Сирены-трэвел" и НСБ, такой задачи у разработчиков раньше не было, но один из источников отметил, что при необходимости за оставшееся время системы можно усовершенствовать.

Издание отмечает, что идея локализации систем бронирования в России обсуждается уже больше года Минтрансом с привлечением силовиков и авиакомпаний. При этом, по словам менеджера российской системы бронирования, обсуждение шло в таком вялотекущем режиме, что никто в отрасли не ожидал этого проекта.

Ранее близкий к "Аэрофлоту" человек рассказывал, что переход компании в систему "Ростеха" привел бы к гигантским финансовым и репутационным потерям и занял бы около полутора лет.
